Vernice Armour (born 1973) is a former Captain in the United States MarineSan Diego County Fair Honor Our Military. Corps who was the first African-American female naval aviator in the Marine Corps and America's first African American female combat pilot in the United States military.  She flew the AH-1W SuperCobra attack helicopter in the 2003 invasion of Iraq and eventually served two tours in support of Operation Iraqi Freedom.

Consumer Sentiment Improving Including San Diego County, Fannie Mae Survey Shows

Respondents from a Fannie Mae National Housing Survey for January 2012 expressed expectations for home prices to increase by 1 percent over the next 12 months including homes in San Diego County and most Americans continue to expect no change in mortgage rates.

This marks the fourth month in a row consumer expectation was positive.

“The Federal Reserve’s pledge to keep interest rates low beyond 2014, extending their prior time frame of mid-2013 announced in the summer, appears to have been reflected in the rising share of consumers expecting the rate to remain near recoSan Diego Real Estaterd low levels for another year,” said Doug Duncan, VP and chief economist for Fannie Mae.

“At the same time, consumers expect home prices to rise over the next year including San Diego properties, extending the streak of rising home price expectations to four months. If the employment market continues to strengthen, it is unlikely that the Fed will be able to keep its low interest pledge for long, and a more meaningful housing recovery may not be far behind if consumers are faced with the prospect of rising mortgage rates and home prices amid increased job security,” said Duncan.

The Fannie Mae survey polled 1,000 Americans through a telephone interview to assess attitudes towards different areas of the mortgage industry, including owning and renting, rates, homeownership distress, and the economy.

Homeowners and renters interviewed were asked more than 100 questions to track attitudinal shifts, and the survey was conducted between January 9 and January 27, 2012.

Survey Highlights

*The percentage of respondents who said the economy is on the right track was at 30 percent, an 8 percent increase since last November. The percentage who said the economy is on the wrong track was at 63 percent, a 6 point decrease since last November.

*While 51 percent of respondents expect home prices to stay the same, 28 percent said they expect prices to rise, which is a 2 point increase since last month. Sixteen percent said they expect prices to decline.

*Forty-four percent of respondents said their personal financial situation will get better over the next 12 months, as opposed to the 41 percent who said it will stay the same.

Banks Respond to Robo-Signing Settlement Including San Diego County,

While the $25 billion settlement between five of the nation’s largest servicers and 49 of the state attorneys general awaits approval from a judge, there is some relief in the industry that the 16 months of investigation and negotiation has come to a close.

“The best thing about the mortgage settlement is that it’s done,” said Stan Humphries, Zillow’s chief economist on the company’s website.Century 21 Award Real Estate

“The agreement brings closure to these issues and enables the company to move forward in our ongoing efforts to help borrowers including San Diego County find affordable and sustainable payment relief whenever possible,” Ally stated Thursday afternoon.

However, while federal and state officials are congratulating themselves, the settlement’s impact on the broader market including San Diego County remains questionable. “It will be a good thing for many individuals,” Humphries admits, but “as far as helping the housing market as a whole, it’s a drop in the bucket.”

Nonetheless, Mike Heid, president of Wells Fargo Home Mortgage suggests the settlement will have some positive impact. “Today’s agreement represents a very important step toward restoring confidence in mortgage servicing and stability in the housing market,” he stated Thursday after the settlement announcement.

Wells Fargo has agreed to pay $1.01 billion to the government and $4.34 billion in borrower relief.

The bank stated Thursday that it will begin an expanded refinance program and borrower relief program at the start of March including San Diego County.

JPMorgan Chase will pay $1.08 billion to the government and has designated $4.21 billion in borrower aid.

In a brief statement responding to the settlement, a JPMorgan Chase spokesperson said Thursday, “We have worked very hard with the Federal Government and State Attorneys General over the past year to address a variety of challenging and complex issues to reach this settlement.”

“The settlement includes far reaching relief that will help many of our customers and complement our already extensive efforts to improve our borrower assistance efforts and servicing processes,” the spokesperson continued.

Citigroup will pay $4.15 million to the government and $1.79 billion in borrower aid.

“The monetary component of Citi’s portion of the settlement amount is to be paid in three parts: a payment in cash upon final settlement; customer relief payments; and refinancing concessions, for a total value of approximately $2.2 billion,” Citigroup stated Thursday.

Answering any concerns from investors, the bank also stated that it anticipates it has enough in reserves to cover its customer relief obligations “and all but a small portion” of its obligation to the government under the settlement.

Like Citigroup, Ally does not expect its commitment under the settlement will harm the bank. “Ally expects that the financial impact of the agreement will not be material on financial results for the first quarter of 2012 and future periods,” Ally stated.

Ally has agreed to pay $110 million to the government and $200 million in aid to borrowers.

Bank of America will pay $3.24 billion to the government and $8.58 billion in relief to borrowers.

A portion of BofA’s government payment – $1 billion – will be paid to settle a separate claim on behalf of Countrywide for loan originations issues.

“We believe this settlement will help provide additional support for homeowners who need assistance, brings more certainty to the housing market and aligns to our ongoing commitment to help rebuild our neighborhoods and get the housing market back on track,” Dan Frahm, a BofA spokesperson stated Thursday.

In 1880, a group of San Diegans organized an agricultural fair to bring county San Diego County Fair Historyfarmers together to share ideas, see who had the best citrus fruit, who baked the best pie, and who had the fastest horse. After that first fair, the county fair was held annually with a few exceptions in various county locations until 1936, when it moved to its present Del Mar home. During World War II, the Fair was suspended, but has taken place in Del Mar annually since 1946.

San Diego Home Values Declined, Time To Buy San Diego Property.

Linda Ring and Terri Davids of Century 21 Award forecasts home values will be on the decline through December 2012 throughout San Diego County, but the decrease will be smaller than in 2011. Home values in the San Diego area fell in the fourthTime to Buy a San Diego Home quarter, with the Zillow Home Value Index (ZHVI) sinking 1.1 percent after a less significant decline for the two previous quarters. San Diego Realtors predicts that hardest hit cities such as San Diego, Los Angeles; Riverside, California will reach bottom and then stabilize or increase in value in 2012.  The rate of homes foreclosed on increased slightly to 8.2 out of every 10,000 in December, compared to 8 out of every 10,000 homes in November. The rate was lower than the end of the third quarter, when it was 8.6 out of every 10,000 homes. Foreclosure re-sales made up 19.1 percent of all December sales, which is an increase from August, when 17.1 percent of all sales were foreclosure re-sales nationwide.

Homeownership Possible Within Three Years After Foreclosure in San Diego.

Losing your San Diego home can be devastating to your credit, not to mention your psyche, but you can buy again within as few as three years after a foreclosure or short sale.

It's not surprising when you lose your home you also lose some self-esteem, especially if your were raised in a culture that sees homeownership as a status symbol, as a sign that you've finally arrived. Credit Repair Help

Some lost self-esteem also comes from the belief you've lost your shot at the American Dream. Others will tell you seven to ten years must pass before you can buy again. At that time, uninformed people say, you'll have to buy at high interest rates.

That's not always true.

If you file for bankruptcy in San Diego, and make the right credit and financial moves, you can buy a home again as soon as two years after your bankruptcy is discharged.

What's more, if you rebuild your credit and maintain a healthy, on-time credit profile, you can take advantage of San Diego low down payment and low interest rate loans. The Federal Housing Administration (FHA) allows you to buy a home with as little as 3.5 percent down and take advantage of some of the best interest rates on the market.

FHA loans literally replaced the subprime brand, but came with federal backing.

You also may be eligible for San Diego first-time homebuyer programs that assist you with your down payment and closing costs. First-time homebuyer programs are not just for those who have never owned a home, but allow you to qualify if you have not owned a home in the past three years.

Some private lenders, San Diego home owners and investors also may allow you to buy a home even sooner than the two- to three-year period, but it will cost you a higher interest rate and require a large down payment.

With the housing market flat in San Diego and many local markets still expected to see prices fall more, it is not a bad idea to spend the next several years cleaning up and re-establishing your credit. Good credit will allow you to buy a home with a minimal down payment and the lowest interest rates.

If you lost your home to foreclosure or a short sale, don't lose hope. Don't hesitate. Begin today putting yourself in a good position to buy.

Fix your credit

• Rebuild your credit by making your monthly debt payments on time. Don't ignore your remaining credit obligations during foreclosure or after losing your home. Your credit score gets a boost, in part, based on the number of positive accounts in your credit report. The more you have, within reason, the faster your credit score rises, even after losing a home.

• Pay down your credit cards but not to a zero balance. Your credit score gets a boost if you maintain a balance that is about 30 percent or lower than your credit limit. Keeping a balance reveals you can borrow money and pay it back on time. Don't close out your credit cards because the longer your positive credit history, the more your credit score and your ability to buy a home will improve.

Save money

• Most of today's homebuyer programs require a down payment. FHA loans require 3.5 percent down -- $3,500 for every $100,000 you borrow. You likely will have to pay closing costs, another 2 percent to 3 percent of the sales price. This is another $2,000 to $3,000 per $100,000. Do the math to determine how much you need to save each month, over the next two or three years, to have enough to cover your down payment and closing costs.

Don't be pressured

• Buy only when you are ready. You didn't lose your credit overnight. Likewise, it will take time to rebuild your credit and save for a down payment. Home buying deals will be available for years to come.

• Avoid adjustable rate mortgages (ARMs) and consider a 15- or 30-year fixed rate mortgage (FRM) that is a fully amortized loan so your payment and interest rate are fixed for the duration of the loan. Full amortization means each payment helps pay down the principal. When your loan term ends, so does the loan balance.

• Buy based on what you can afford, rather than a higher amount approved by the lender. You already know the risk of biting off more than you can chew. Lenders will pre-approve you based on your gross monthly income, but that does not consider taxes subtracted from your paycheck, food, clothing, utilities and other monthly obligations.

Know your comfort zone. Don't over-extend yourself.

Terri and Linda are proud of their accomplishments in real estate and in their community work.  They have earned an enormous amount of real estate awards from “Quality Service” certificates to “Double Centurion” trophies within their vast 40 year career.  They both were honored by the United State of American Armed Forces for their support.  Terri and Linda were presented with an American flag that was flown in their honor in the Green Zone, Baghdad Iraq.  It was one of Terri and Linda’s proudest moments.

Sherice is an avid reader. After taking loving care of her clients, Reggie and the amusing and energetic Chloe, you might catch her reading the works of Shurtleff Holmes. If she is not reading, you’ll probably catch her humming a song composed by the talented Prince, her favorite artist. Most people that know Sherice can confirm, she loves to restaurant hop in search of discovering new foods…but sushi and steak are always pleasurable to her pallet.

Her father instilled a special core value in Sherice at a young age “We all have emotional bank accounts.
