In 1880, a group of San Diegans organized an agricultural fair to bring county San Diego County Fair Historyfarmers together to share ideas, see who had the best citrus fruit, who baked the best pie, and who had the fastest horse. After that first fair, the county fair was held annually with a few exceptions in various county locations until 1936, when it moved to its present Del Mar home. During World War II, the Fair was suspended, but has taken place in Del Mar annually since 1946.

 

There are no words in the entire Webster Dictionary that can truly describe our deepest gratitude to our men and women in the United States Military. You are willing to die for us, protect our freedoms, and defend our liberties. Your service is the noblest act on the face of the PLANET! U.S Armed Forces

Homeownership Possible Within Three Years After Foreclosure in San Diego.

Losing your San Diego home can be devastating to your credit, not to mention your psyche, but you can buy again within as few as three years after a foreclosure or short sale.

It's not surprising when you lose your home you also lose some self-esteem, especially if your were raised in a culture that sees homeownership as a status symbol, as a sign that you've finally arrived. Credit Repair Help

Some lost self-esteem also comes from the belief you've lost your shot at the American Dream. Others will tell you seven to ten years must pass before you can buy again. At that time, uninformed people say, you'll have to buy at high interest rates.

That's not always true.

If you file for bankruptcy in San Diego, and make the right credit and financial moves, you can buy a home again as soon as two years after your bankruptcy is discharged.

What's more, if you rebuild your credit and maintain a healthy, on-time credit profile, you can take advantage of San Diego low down payment and low interest rate loans. The Federal Housing Administration (FHA) allows you to buy a home with as little as 3.5 percent down and take advantage of some of the best interest rates on the market.

FHA loans literally replaced the subprime brand, but came with federal backing.

You also may be eligible for San Diego first-time homebuyer programs that assist you with your down payment and closing costs. First-time homebuyer programs are not just for those who have never owned a home, but allow you to qualify if you have not owned a home in the past three years.

Some private lenders, San Diego home owners and investors also may allow you to buy a home even sooner than the two- to three-year period, but it will cost you a higher interest rate and require a large down payment.

With the housing market flat in San Diego and many local markets still expected to see prices fall more, it is not a bad idea to spend the next several years cleaning up and re-establishing your credit. Good credit will allow you to buy a home with a minimal down payment and the lowest interest rates.

If you lost your home to foreclosure or a short sale, don't lose hope. Don't hesitate. Begin today putting yourself in a good position to buy.

Fix your credit

• Rebuild your credit by making your monthly debt payments on time. Don't ignore your remaining credit obligations during foreclosure or after losing your home. Your credit score gets a boost, in part, based on the number of positive accounts in your credit report. The more you have, within reason, the faster your credit score rises, even after losing a home.

• Pay down your credit cards but not to a zero balance. Your credit score gets a boost if you maintain a balance that is about 30 percent or lower than your credit limit. Keeping a balance reveals you can borrow money and pay it back on time. Don't close out your credit cards because the longer your positive credit history, the more your credit score and your ability to buy a home will improve.

Save money

• Most of today's homebuyer programs require a down payment. FHA loans require 3.5 percent down -- $3,500 for every $100,000 you borrow. You likely will have to pay closing costs, another 2 percent to 3 percent of the sales price. This is another $2,000 to $3,000 per $100,000. Do the math to determine how much you need to save each month, over the next two or three years, to have enough to cover your down payment and closing costs.

Don't be pressured

• Buy only when you are ready. You didn't lose your credit overnight. Likewise, it will take time to rebuild your credit and save for a down payment. Home buying deals will be available for years to come.

• Avoid adjustable rate mortgages (ARMs) and consider a 15- or 30-year fixed rate mortgage (FRM) that is a fully amortized loan so your payment and interest rate are fixed for the duration of the loan. Full amortization means each payment helps pay down the principal. When your loan term ends, so does the loan balance.

• Buy based on what you can afford, rather than a higher amount approved by the lender. You already know the risk of biting off more than you can chew. Lenders will pre-approve you based on your gross monthly income, but that does not consider taxes subtracted from your paycheck, food, clothing, utilities and other monthly obligations.

Know your comfort zone. Don't over-extend yourself.

FHA Waives San Diego Real Estate Anti-Flipping Rule Through Year-End to Speed REO Sales.

The Federal Housing Administration (FHA) is extending the temporary waiver of its property anti-flipping rule through the end of 2012.

FHA rules typically prohibit insuring a mortgage on a home owned by the seller for less than 90 days. In 2010, however, the agency waived this regulation, and later extended the waiver through 2011.

The new extension announced late last week will permit buyers to continue to use FHA-insured financing to purchase HUD-owned and bank-owned properties, no matter how long the homeowner has held the title, through December 31, 2012. San Diego Investment Real Estate

FHA says the waiver will allow homes to resell as quickly as possible, helping to stabilize real estate prices and revitalize communities experiencing high foreclosure activity.

Since the original waiver went into effect on February 1, 2010, FHA has insured nearly 42,000 mortgages worth more than $7 billion on properties resold within 90 days of acquisition.

The agency says its own research has found that in today’s market, acquiring, rehabilitating, and reselling foreclosed properties to prospective homeowners often takes less than 90 days.

As a result, FHA says prohibiting the use of its mortgage insurance for a subsequent resale within 90 days would adversely impact the willingness of sellers to consider offers from potential FHA buyers, namely because they would be required to cover holding costs and the risk of vandalism that comes with allowing a property to sit vacant over a 90-day period of time.

Without California, AG Settlement May Be Reduced

While the attorneys general working toward a settlement with the nation’s largest servicers may be able to strike a settlement without California, it may cost them.

A deal that seemed likely imminent as of the end of October would have required $25 billion from the banks – $5 billion in cash penalties and $20 billion in refinancings and modifications, including principal reductions. San Diego Real Estate

The $25 billion settlement could be reduced to $18.5 billion, according to unnamed sources referenced in a Wall Street Journal article.

Many thought a settlement without California would be impossible. In fact, the LA Times stated earlier this week, “Without California’s participation, of course, the banks would never assent to a deal.”

However, the likelihood of a decline in settlement value might be incentive for negotiators to attempt to bring California Attorney General Kamala Harris back to the table.

According to the Journal’s sources, negotiators are pressuring Harris to join the settlement.

Reuters says its sources close to the settlement also “expressed some hope that they could still lure California.”

Harris and others who left settlement negotiations to pursue their own investigations – New York and Delaware attorneys general – may have an incentive to return if one provision reportedly being discussed takes hold.

According to the Journal, officials are discussing limiting settlement funds aimed at principal reductions and refinancings to states who do not participate in the final settlement.

Harris left settlement negotiations this fall saying the settlement on the table at the time was “inadequate for California homeowners.”

“[I]t became clear to me that California was being asked for a broader release of claims than we can accept and to excuse conduct that has not been adequately investigated,” Harris said at the time.

With the highest rate of default in the nation, California was a key participant of the negotiations.

However, Iowa Attorney General Tom Miller, head of the attorneys general negotiating committee, felt it was important to pursue a settlement in a timely manner “while it can still make a difference and save homes from foreclosure.”

Timeliness might be an issue for Californians if Harris continues to pursue her on investigation and claims, according to Reuters. Settlement negotiations with the attorneys general have already been in progress for more than a year, and sources say pursuing a separate deal could bring delayed relief to California homeowners, they say.

Freddie Mac's Average REO Sale Yields 94% Market Value

Freddie Mac says its REO homes sell for an average of 94 percent of market value.

Freddie Mac sold more than 80,000 single-family REO homes in the first nine months of 2011, which the company says is a record. According to the McLean, Virginia-based GSE, it is selling more homes than it’s taking in through foreclosure. Chula Vista Homes For Sale

“Although Freddie Mac’s inventory of foreclosed homes has been falling and represents only a small share of all [REO]

properties, we understand the negative impact these homes can have on neighborhoods and communities,” Hagen Mooney said. “That’s why our policies and programs are designed to maintain home values, reduce losses, and stabilize communities.”

Hagen Mooney points out that more than 70 percent of Freddie Mac’s REOs are sold to owner-occupants.

She says while the GSE has always been open to selling to investors, the company’s strategy is to limit the concentration of investor sales in any given area. She adds that Freddie Mac typically doesn’t consider any offers that require significant discount pricing.

Hagen Mooney also highlights the company’s “Good Neighbor” property preservation and maintenance best practices, which are designed to ensure that buyers purchase Freddie Mac homes in move-in condition, and that property values are maintained for neighborhoods.

The GSE’s “Good Neighbor” policies mandate that within three business days of a confirmed vacancy, each home is secured, preserved, and cleaned. The company’s contractors then continue to monitor and look after the home until it’s sold, including maintaining the landscaping.

Freddie Mac’s sales cycle for its REO homes is about 120 days, which the company attributes in part to its “top-performing broker network.”

National Delinquency Rate Falls to Lowest Level in Three Years

Industry data released Thursday indicates the number of borrowers in the United States behind on their mortgage payments is showing signs of improving.

The Mortgage Bankers Association (MBA) reported that the national delinquency rate for residential home loans fell to 7.99 percent in the third quarter.

That’s the lowest reading since the fourth quarter of 2008, and it represents a decline of 45 basis points from the second quarter of this year and a drop of 114 basis points from the third quarter of last year.

The 30-day delinquency rate – typically a precursor of trends to come – reached its lowest level since the second quarter of 2007 at 3.19 percent.

The overall delinquency rate encompasses borrowers who have missed one or more payments but are not yet in foreclosure. While delinquencies fell, the number of borrowers entering the foreclosure process rose.

The percentage of loans on which foreclosure actions were started during the third quarter was 1.08 percent, up 12 basis points from the previous quarter but down 26 basis points from one year ago.

The nation’s foreclosure inventory rate, which includes all loans in foreclosure, was 4.43 percent at the end of the third quarter. That’s the same reading reported for the second quarter, and represents only a 4 basis point increase from a year earlier.
